Chief Program Officer 

 

Unit:                       Programs

Reports to:            Executive Director

 

Responsibilities:

Oversight of all Program Functions; assess and develop current and future youth programming in collaboration with the Executive and Planning Offices as defined by the mission of the Hetrick Martin Institute. Oversight shall include but not be limited to After School and Supportive Services as well as the relationship with the agency’s lead partner, Harvey Milk High School.

1)      Unit Wide Oversight and Management

a)      Direct the creation of effective staffing and management structure for all program services at HMI.

b)      Oversee hiring, orientation, supervision, training and termination of all program staff, interns and volunteers (in conjunction with the HR Department as appropriate).

c)      Oversee the day-to-day operations of the Unit.

d)      Create, and oversee Program Wide budget.

e)      Monitor all risk-management issues for Programs

i)        Oversee creation and ongoing updating of departmental policies and procedures.

f)        Staff Program Committee of Board of Directors and report directly to the Board as necessary

i)        Leadership role in agency-wide strategic planning.

2)      Planning and Design

a)      ) Based upon strategies developed by the agency; assess, plan and design all client  programs.
b) Work with the Executive and Planning Offices as well as other units to develop collaborative systems to further promote the agency mission.
Link with consultants, organizations, researchers and other internal and external supports to create effective programs designed to optimize  opportunities to achieve agency mission.

3)      Monitoring

a)      Direct the creation of structures to provide timely internal and external data collection, analysis and reporting for all program departments, and monitor applicable contractual compliance. 

i)        Provide monitoring and oversight of programs and services for purposes of quality care and compliance in conjunction with the Executive and Planning Offices.

4)      Program Evaluation

a)      Work in conjunction with the Planning Office to see to the creation of effective and targeted evaluation tools to evaluate success of program design in achieving program outcomes and overall agency mission.

b)      Direct and oversee the assessment of evaluation tools and resulting data to inform program creation, redesign and ongoing oversight.

5)      Community Collaboration

a)      Create and implement a strategy to facilitate consistent collaboration with community agencies and constituencies, identified as essential to achieving identified goals and objectives and overall agency-wide mission.

b)      Legislative advocacy as needed and required.

c)      Oversee or provide direct communication with all program-funding sources as necessary.

 

 

6)      Development Responsibility

a)      Provide or coordinate the provision of program design, monitoring, and evaluation description for applicable new or renewal grant applications.

b)      Participate in Development functions as directed.

7)      Other duties as assigned.

 

Requirements:

1.      Master’s degree in public health, social work, psychology, education and administration related human services field, or equivalent. 

2.      5–7 years senior supervisory and management experience.

3.      Program and curriculum design and evaluation experience.

4.      Excellent strategic planning skills.

5.      Experience working with at risk adolescent populations.

6.      Strong oral and written communication skills.

7.      Excellent organizational skills.

8.      Computer Skills:  Strong with proficiency in all programs of the current Microsoft Office suite.

 

Additional Desirable Qualifications:

1.      Knowledge of lesbian, gay, bisexual and transgender youth issues as well as multicultural competence strongly preferred.

2.      Experience in working with mid-sized agencies, systems, etc, preferred.

EducationAL Specialist, hiv

 

Unit:                       Programs

Department:          After-School Services

Reports to:            Assistant Director, Health & Wellness

 

Responsibilities:

1.      Develop, facilitate and implement HIV prevention programming in the Harvey Milk High School and the After-School Department, including programming suited for particular target populations.

2.      Assist in program design, recruitment, supervision and referral of young people participating in After-School Programs, especially Health and Wellness Programming.

3.      Track youth member enrollment/activities and contractual requirements, and prepare reports and paperwork requested by Agency’s funders.

 

Essential Duties and Tasks:

1.      Perform outreach, screening and assessment of youth enrolled in After-School Services, and ensure appropriate referrals to HIV testing sites, other HMI services and outside resources.

a.      Outreach and engage youth for enrollment in After-School Programs.

b.      Conduct one-to-one interviews, case plans and referrals for youth enrolled in groups; daily assessments, as needed.

c.      Conduct screenings for internship and closed group applicants.

d.      Screen for HIV prevention.

e.      Work closely with other HMI programs providing services to the young people and communication with staff on individual cases, and assist in case planning.

2.      Outreach community resources such as HIV counseling and testing sites, adolescent health facilities and/or other CBOs; maintain and manage relationships once they are created.

3.      Track and evaluate program activities as required by HMI and its funders.

a.      Assist Assistant Director in achieving all measurement outcomes for the POP Arts Program, and provide support in evaluation of interventions and program.

b.      Maintain group-level documentation, including sign-in sheets, session summaries.

c.      Maintain client-level data, including progress notes, referral logs, evaluation tools and applications.

d.      Develop and implement program evaluation and client outcome measures.

e.      Submit narrative and statistical reports to funders.

4.      Prepare for and facilitate group-level interventions for HMI members

5.      Interview, schedule and supervise volunteers in the program.

6.      Other duties as assigned by supervisor.

 

Knowledge, Skills, and Abilities Required:

1.      Bachelor’s degree in social work or related human services field.

2.      Extensive knowledge of HIV/AIDS and Human Sexuality–related issues.

3.      Experience with diverse population of adolescents in an urban setting, including knowledge of lesbian, gay, bi-sexual, transgender and questioning youth from various cultures and backgrounds.

4.      Experience working with families, volunteers and collaborating community agencies, including healthcare facilities, HIV testing sites.

5.      Experience facilitating screening assessments and referrals to HMI, HMHS, in addition to HIV counseling and testing sites.

6.      Excellent verbal and written communication skills, including collecting and distributing, analyzing evaluation tools.

7.      Ability to exercise independent judgment when appropriate; strong decision-making skills.

8.      Computer Skills:  Strong with competence in MS Word, Outlook, Excel and Power Point.

 

Additional Desirable Qualifications:

1.      Extensive knowledge of one or all of the following Health and Wellness–related issues: pregnancy prevention, substance use, nutrition, and violence prevention.

2.      Bi-lingual (Spanish-English) skills.

Coordinator, Health & Wellness

 

Unit:                             Programs

Department:                After-School Services

Reports to:                  Assistant Director, Health & Wellness

 

Responsibilities:

1.         Responsible for the implementation and supervision of programs around outreach, HIV and STD prevention, and large community level interventions.

2.         Assist in implementation of strategic planning goals and objectives for the Health and Wellness Unit.

3.         Utilize preexisting systems for the collection of data required for contractual and evaluation purposes.

 

Essential Duties and Tasks:

1.         Development and monitoring of HIV & STD prevention curricula utilizing Positive Youth Development and Harm Reduction Model and YMSM community level, subculture specific, peer-based model.

a.      Provide consultation to After School Staff around all issues related to HIV prevention.

2.         Responsible for the implementation of programmatic outreach including identifying appropriate venues and linkages for outreach.

a.      Assist in the tasks of building service and support linkages within the larger community (CBO’s, hospitals, etc) to maintain essential referral base for HMI youth members.

3.         Assist in Budget Management for assigned contract(s).

4.         Ensure delivery of services is in compliance with HIV Confidentiality, and other risk management duties for department.

a.      Assist in the creation of department policies and procedures particularly around areas of outreach.

5.         Responsible for the oversight and supervision of After-School programs during Administrator on Call duties.

6.         Support collaboration between departments and outside agencies to ensure continuity of services for youth.

7.         Responsible for contractual reports as necessary to remain in compliance with funders.

8.         Other duties as assigned

 

Knowledge, Skills, and Abilities Required:

1.         Bachelor’s degree in social work, public health, psychology or related human service field equivalent.

2.         Experience working with an at-risk adolescent and LGBTQ population and sub-populations, with particular emphasis on MSM and transgender-related health issues. 

3.         Strong oral and written communication skills.

4.         Ability to exercise independent judgment when appropriate; strong decision-making skills.

5.         Computer Skills:  Strong with proficiency in Microsoft Word, Outlook, Excel and Power Point.

 

Additional Desirable Qualifications:

1.         Knowledge of cultural competency issues.

2.         Program design and evaluation experience.

3.         Supervisory experience a plus.
